Do you have any options for platforms that allow you to target ads to an audience from Iran?

Maybe some forums/Telegram channels/local social and ad networks

What are you selling? We need this information before suggesting a platform.
 
i'd look at local ad networks too. Yektanet and Tapsell are worth checking if you want more traditional display native or app advertising.
 
there are also Iranian platforms like Eitaa, Rubika and Bale although i'd choose based on where your particular niche is active rather than trying all of them.
 
telegram is probably my first choice for niche Iranian audiences.
 
depending on the niche local platforms like rubika ot eitaa might be worth testing too. the audience fit is probably more important than raw traffic.
