How do you move on from your WH campaign to your BH campaign without getting flagged ?

As I understood the technique consists in first launching a WH campaign with WH keywords on a white page for a few days and then slowly add BH keywords without completely stopping the wh campaign.

My question is what is the best way to shift to bh keywords ?

Should I create a second ad group with my bh keywords (with same RSA) or should I simply add my bh keywords to the first ad group that contains the wh keywords ?

What is the best way to stay natural and as much undetected as possible ?
