Fingerprints and the device are very important. You need to pay attention to this. This issue is even more important than the IP address.
instead of recovering it i would concentrate on figuring out y it was banned. sometimes appeals help in case of incorrect bans but there is no other proven way to bypass instagram’s decision. moreover i definitely would not trusst any person who demands payment to help unban my account.

Did you speak with IG's support? Because if I you haven't spoken with them, you should, in fact it's the first thing you should do.
Try to contact their support, and appeal, if that doesnt work, then consider it a lost cause, unless this account is very valuable/worth a lot of money (which I doubt considering the tone of your message). So, for the future account, just make sure to buy a blue tick for it beforehand. If the account is important to you.

I have heard a word going around that there are meta reperesentatives who may have gone rogue and offering under the table unban services for 400-1000 usd. i haven't personallly used them but know of it. if you do a deep dive in the marketplace section you will for sure find some leads! best of luck. for future might be helpful to know exactly what was wrong with you content and take the initial violations seriously.
