If You Could Only Build 10 Pages and 10 Backlinks, How Would You Rank Them?

I’d approach it somewhat similar but I’d make the 10 pages work as one tight topical cluster rather than ten random KWs.
 
Honestly, I wouldn't decide where the 10 links go before seeing how the pages perform. If one page is already sitting close to page one, I would rather give that page a push than blindly give every page one backlink.
 
I'd probably build the 10 pages around different search intents rather than trying to target 10 unrelated keywords. For the links, I'd keep them highly relevant and spread them across the pages instead of forcing everything to the homepage. With only 10 of each, I'd rather have tight topical coverage & a few solid links than chase volume.
 
with just 10 pages i do not think i will be distributing those pages with different backlinks for unrelated keywords. instead i will make each of these pages answer a different question on the same topic nd build up the links through the backklinks. relevance nd quality are what is more important for me than the backlink count itself.
Absolutely right. I would prefer to gain topical depth through the use of 10 highly targeted pages, as opposed to spreading my backlinks on various keywords with low relevance.
Make cycle content with 1 main content, push your backlink on main content
Of course, this strategy will work as long as the support content is closely related to the topic.

I would develop a good core page, develop some support content on the same topic entity, and send the links in from both internal and backlinks.
