Dev. question: Best way to recruit affiliates for a Windows desktop app sells?

1. Is a 30% commission on a $10 price point standard/attractive enough for people who will do reselling?
2. Does my merchant (i will not name it) affiliate directory actually generate organic seller interest, or is direct outreach mandatory?
3. Do affiliates expect custom landing pages for specific sub-niches ?
