Same here. The difficult thing is not identifying the right websites but identifying the websites that have traffic, relevance, and a good background. It is normally more important than metrics.For me, link building takes the longest finding good and relevant sites is not as easy as it looks.

Yeah, local SEO quickly becomes a drag. Translation to make it sound natural and keyword matching to suit the intent takes time. Then comes the link-building process.For me, keyword research for local markets takes the most time. Making sure translations reads naturally and the keywords actually fit the local language takes forever. Link building eats up the rest. Pretty much the whole work.
For me too, the competitors’ keywords are a great way to start off. Anotther thing I do is analyze their content gaps and internal linking.I like to see what keywords they are ranking for what strategies they are using.
