I would focus on keyword intents first, create ten very specific pages for the same topic, and then utilize ten backlinks carefully relevant sites that have authority, along with natural anchor texts.

Instead of spreading pages evenly across the same topic, I will pick one page as the actual target and make the other 9 support it different angles, comparisons, use cases, whatever fits the intent.
Then I'd stack most of the links on that one main page instead of splitting 1 per page, and let internal linking carry the rest. With only 10 links total, mixing up anchor text matters a lot too, all exact match at that volume looks off fast.

Keep the 10 pages closely related and make each one target a clear keyword. For backlinks, focus on a few relevant sites rather than just chasing high numbers.

this is exactly what i will do because why will i do the same pages evenly across the same topic

Do not give every page a backlink just because you have 10. Put more links on the pages that need the extra push.

As i do of building topical cluster and semantic coverage then prioritizing high authrity links tp primary url and support of links to key clustered pages. Contextual internal linking and anchor distribution flow would consolidate link equity across cluster rather than spread links equally.

That's right. Focusing all your efforts on one single page while employing secondary material to account for other purposes is always better than spreading yourself too thin.

That’s right. What counts is the context and intent match, not just the number of pages and the number of links pointing to them. My strategy would be to create good internal links between the pages and choose some authoritative links that fit the context.

I’d start with search intent then build focused pages and support them with relevant backlinks using varied anchor text.

I will concentrate on relevance first of all with such limited resources as only 10 pages and only 10 backlinks i would like to have good topical architecture and some really relevant links.

Instead of creating 10 pages and 10 backinks, I would only create a single page that will serve as the major page then utilize internal links to connect the remaining pages to that one. Then If at all, I need backlinks, they will all be connected to that same leading page.

with just 10 pages i do not think i will be distributing those pages with different backlinks for unrelated keywords. instead i will make each of these pages answer a different question on the same topic nd build up the links through the backklinks. relevance nd quality are what is more important for me than the backlink count itself.

That's right. An even distribution of authority will not work for pages with different intents, values, and capabilities. In my opinion, I would start with target pages with the most potential and use additional content to build up topical authority via internal links.

Correct. Concentration of power where there is the greatest weakness often results in better outcomes.

As BlackShield mentioned, I would also target the main keyword on only 1 out of the 10 pages, preferably the homepage. Then, I would use the other 9 pages as pillar content to build the overall authority of the site.

After that, I would try to get the 5 best and strongest backlinks possible for the homepage, while distributing the remaining 5 backlinks across the other 5 pages out of 9.

So yeah, from my point of view, this would probably be the best case scenario.

Connect all of those page you create and check all pages are cornet to your main page then create backlink on good websites.
