refreshing older content and adding a few more relevant internal links can make a noticeable difference. a couple of niche relevant, affordable backlinks are often enough to give pages near page one the extra push they need.

If they're already on the first page, I try to rebuild the structure of content so that what user is there for finds it quickly. And also try to make the page more appealing.

I make proper internal linking and content improvement on a regular basis to rank better. Proper internal linking is underrated,
Firstly, i could update the article and possibly add some new content where required. a few relevant internal links froms other little strong articles will usually do the trick to get it on page one.

I usually give them a little extra push with a few good links from relevant websites, add more internal links, and share the article in a few places. If it’s already close to page one, this can be enough without spending a lot on backlinks.

For pages sitting near the bottom of page one.
I’d focus on adding a few highly relevant contextual links and improving internal linking from stronger page with refreshing sections that match search intent.
Sometimes a small content/CTR improvement is enough to push them higher without expensive backlinks.

One thing worth checking before you touch the page again is when Google last crawled it. We publish steadily and went through every post one at a time, and roughly a third had been crawled and then quietly left out, several of them sitting outside for more than three months.
A refresh on a page in that state changes nothing, because nothing is coming back to read it. The inspection tool gives you the last crawl date per URL. If it's recent, your edits land quickly and the advice above holds.
If it's months old, you've got a discovery problem rather than a ranking problem, and internal links from the pages that do get crawled tend to move it before any backlink would.

the pages that were already within the Top range will be improved by focusing on surrounding page optimization which includes improving internal linking from another related blog posts as well as getting some new mentions if that is possible.

I would check the SERP for pages sitting just above you and look for small gaps ,missing entities, FAQs, supporting terms, or fresher data.
Fixing those specific gaps can give the page a stronger relevance signal without needing another expensive link.

For Pages sitting around the bottom of page one, I’d Usually focus on a few relevant niche mentions, Stronger internal links from pages with traffic, and refreshing the sections that competitors cover better. Sometimes those small changes are enough to push a page up without buying expensive link's.
where the page is almost there but needs to break through to be ranked highly i would not be in a hurry to purchase links. instead i would assess what has been added to the competing pages lately nd see if my page lacks anything worthwhile. this might be a new ilustration, better graphics, an improved answer to the question asked, or two context based links from some other older articles.
Pages which are already on page 1 i usually add some relevant internal links and also create some easy to do topic mentions for those pages. At times, that little bit of extra relevance is sufficient.

everyone saying "refresh the content" man.. he said the content is strong and its already bottom of page 1. refreshing a page that is 90% there does maybe 2 positions if lucky
what actually moves a page from 9 to 4 is a bit of push behind it, and you dont need expensive links for that. couple of buffer pages, web2.0s or a subreddit, with real content pointing at the article, then let GSA throw a tier at those buffers. costs almost nothing now since the content for the buffers is basically free with AI
the article never gets touched by anything automated, only the buffers do. thats the whole trick.. cheap support without the risk. did exactly this on a few pages stuck at 8-11 and most of them landed top 5 within a month or so
do the on page stuff too obviously but that alone wont get you over the line on a competitive term

For pages already close to page one i would recommend refreshing some parts of them around the query as well as putting up 2 or three internal links from better pages. This might work without needing to buy links.
when dealing with pages which were already close to Page 1 my first step is always to look for those easy wins. This involves freshening up old content, tightening up internal anchors and adding a mention here or there. sometimes that was all it takes.

if page already close to the top focus on improving whats already there first.updating old sections adding useful examples and internal links from relevant pages give nice push.

in the case of a page which is already near the top position, my initial move would be to find a quick win rather than developing an entire backlinking strategy. identify the search phrases for which impressions are being made, enhance the areas on the page that may need impprovement nd add two internal links from already exissting pages.

As of me usually check with their link velocity and how far behind competing pages are in referring domains.if pages already close to page as one then add small number of relevant domains rather than big link burst. and then watch rankings for few weeks if there was no movement then i reasses instead of blindly building more.
