Is it safe to promote unregulated crypto casinos or can I be arrested?

No one really cares. If you look at the real world, in fact, most things are being done at least a little illegally.

Still, if you want to be safe, just use DMCA-ignored, bulletproof hosting and domain providers. I have seen a few sellers like that here on forum. Happy to list them here if you want me to.

I was thinking about creating some crypto casino directories to earn money from casino affiliates, but according to my researches, this is illegal because I wouldn't be promoting regulated crypto casinos (there is basically none).

How risky is that?
Even if chances o facing legal action is not too much, why take such risks as it will ruin your peace of mind. There are already lot of reputed and legal casinos which you can promote.
 
It depends on 1) whether the country of its business residence, or host, or server has laws against it, including if they are enforced, and 2) does the operation have a standing extradition agreement, for another country to extract those subject to prosecution or shutdown. The 'magic four' places that have no laws or extraction issues are said to be Morocco, Cambodia, Nepal and Mongolia, last I heard, so using those hold the highest chance to keep you out of trouble.
