I believe these are scams at a 99% chance since the only people who can do this are the Instagram's support staff.

imo he demand is rising since many users need a quick solution if they encounter difficulties in either getting the reel unstuck or takking down content that they would like to. however, the part that raises doubts about these kinds of solutions is the claim that something will be taken down in 30 minutes.
Ofc, their offer of taking 30 minute would equally raise my level of suspicion. If they do not show me how they are able to accomplish that, then I will be skeptical about their services.
