Full scrub is three tracks running together: removals where there are real grounds (privacy, outdated info, copyright, defamation, GDPR/RTBF if he's got EU ties), de-indexing what can't be removed, and building enough owned assets that page one is his and not theirs.
Anyone promising to make everything disappear is lying to you. But we can make it totally positive.
