Look at the current SERP and see what the top competitors are doing differently, especially around search intent and content depth. I’d also check internal links, indexing, technical issues, and whether those backlinks are actually relevant to the page.
If all of that looks fine, then it may be worth testing some smaller content changes before adding more backlinks.
