Recently, Facebook has been confidently identifying the device (computer or phone). If there were a lot of blocked accounts from this device, then new accounts on this device are highly likely to be banned too. Try using another clean device. Naturally, with VPN (not a proxy). Good luck!

proxy can be one reason, especially if the IP keeps changing or already has bad history.
if you need proxy from China, try to keep one stable ip, same device and don’t create too many accounts quickly. also verify the account properly before doing too many actions.

I think the use of a proxy could be a contributing factor, but it is not necessarily the only reason; security checks on new accounts can also be triggered by unusual login or registration activity.
