imo content is primary but the use of reel format counts quites a bit too. I would tries various types of hooks and styles to see what gets actual views and shares.

You need to create a large amount of content and have a plan for posting and developing that content, checking it regularly to see which content attracts viewers so you can evaluate and develop it in the direction you want, identifying your target audience and their needs.

Reels and watch time definitely drive growth, but people often forget how much the initial setup matters on instagram. If you register on a flagged IP or don't use clean mobile proxies and warmup properly, the algorithm barely even tests your videos on non followers. I usually just browse and interact like a normal user for a few days first, then drop 3 or 4 reels a week focused on getting people to watch till the end.
If creating a fresh account plz concentrate not so much on daily posts but rather on reels that people will actually watch till the end. As soon as u figure out which kind of reel can be shared or liked start working in this direction.

At the start I would focus more on making useful reels consistently and testing different topics instead of trying to perfect everything from day one

I’d focus on content first and consistency second. If I was starting from zero I’d test Reels heavily because they give you a good way to reach people who don’t follow you yet, but I wouldn’t just post random videos every day.
I’d pick one clear niche and test a few different formats for the first month. Then look at watch time, shares, saves and profile visits and see which type of content is actually getting people interested.
For me the biggest signal would be shares. If people are sending your Reel to friends, you probably made something worth seeing rather than just something that got lucky with views.
I’d also focus on original content instead of reposting other people’s videos with small changes. Give people a reason to remember your account.
So I’d go with good content first, test different Reels, study what works and then post more of the formats that are getting real engagement.
Truth be told my initial spark of growth happened when i managed to finds one type of reel that would get shares and then simply repeated it in different variations.
