Where and how can I find cheap $200 Steam keys?

Hello, some sellers are buying a lot of $200 Steam keys at very low prices from others and selling them. Actually, 5 keys cost about $1.20, but where are these people getting them? My guess is that they are buying them from Russians, but I'm not sure.

most of those keys arent actually worth $200 tbh. its usually just random shovelware games that devs put a high price on steam to make them look valuable, then they generate thousands of free keys to sell in bulk. nobody actually buys those games at full price anyway. in my experience its just card farming trash or cheap promotional keys, not some secret russian exploit...
