For me, good backlinks are the ones coming from relevant sites with real traffic. I wouldn't focus only on the number of links.
I agree, DR matters too, but I think a relevant site with good authority is better than a high DR site that is not related to your niche.

The best links are usually the boring ones: relevant site, real traffic, indexed page, and a natural contextual placement.

yeah relevance and editorial context matter more than inflated DA/DR numbers.
imo a good backlink should have some kind of relevance to the website. not all of those high DA domains with thousands of links can be considered good backlinks since they do not have any relevance or authority in the website’s niche. in many cases, quallity backlinks will work better than quantity.

A good backlink should come from content that actually helps the reader. When the linked page fits what the reader is looking for and gives them useful information, that kind of link is much more valuable than getting a link just for the sake of seo.

imo DR alone doesn’t decide the value of a backlink. I usually look at relevance, traffic, indexing, and where the link is placed before judging if it’s worth getting.
