1. Create multiple service pages in one domain targeting one city/region for different landing pages.
2. Create a single service page in one domain targeting multiple cities/regions for different landing pages.

Why?
 
I’d generally recommend Option 1, but only when each location page has genuinely unique, useful content.

Creating separate service + location pages gives you better relevance for specific searches, clearer internal linking, and stronger local intent signals. The key is avoiding thin “city-swap” pages that are nearly identical.

Option 2 can work better when you serve a small number of locations and the service is essentially the same everywhere.
 
One seo tip I would follow is that to always go after the quality of a link than preferring local link with very less link juice will give bit give you good result.so quality of the link matters than the number of the links.

I suggest that you use other pages if you can add some local taste to each page. It usually helps, provided that you don't just copy the page contents, substituting the name of the city.
 
For multiple cities, create location specific pages instead of putting every city on one page. This gives each location a better chance to rank locally.
