How to check my website is penalized by google?

If impressions are there the problem may be more about rankings or search intent than a penalty
 
Low CTR doesn’t necessarily mean a penalty. I’d first check GSC Manual Actions. If everything’s clear, look at your rankings, search intent, and titles/meta descriptions.
 
Impressions with low clicks don’t necessarily mean a penalty. Check Search Console → Manual Actions and Security Issues first. If those are clean, it’s more likely a ranking or CTR issue than a Google penalty.

Enter the following query into the Google search bar: site:yourdomain.com (replace with the address of your website).
If a search returns your pages, the site is indexed and is not completely banned.
If there are zero results, the site is either completely removed from the index (hard ban) or closed from indexing in the robots.txt file.
 
Check Search Console for any Manual Actions or security issues first If you still have impressions then it is not necessarily a penalty Low clicks can also come from poor rankings or low CTR
