Why do some Facebook ad accounts have high daily spending limits?

Does this depend on the account's country, the payment card, or the Business Manager (BM) level? I find Facebook's algorithm to be the most ridiculous thing ever.

Some accounts just have higher spending limits based on their history and activity. Newer accounts may have lower limits at first, while established accounts can have higher ones. The exact factors are not fully explained publicly.
 
Accounts that have run ads consistently over a long period, with steady spending and successful payments, are generally more likely to be granted a higher limit.

For Business Managers (BMs) with high spending history, all accounts within that BM will have high spending limits.
