For me it is the GBP with genuine reviews. backlinks does help but if the profile is active and the reviews were genuine and relevant that is when I have usually noticed a greater impact.

If I had to pick one I'd probably say Google Business Profile optimization. Reviews and backlinks definitely help but I think getting the profile right is the starting point.

most of the basic stuff like gbp setup and reviews is just table stakes at this point. if you want to actually push a listing up in a tight market, it comes down to user interaction signals. driving directions, click throughs, calls... you can have a perfect profile but if google doesnt see real searchers engaging with it, you stay stuck.
Check out my thread on this topic. Basically, the ranking is very easy to manipulate; all the factors mentioned here aren't unimportant (they're important for long-term ranking), but these days you can rank just by using EMBT and a few reviews plus a category. Google has become very lax about this.

It is common sense matters a lot, even with local SEO rankings.
Let me share something that has worked for my sites when it comes to local SEO.
When I need to rank a local business,I usually start by finding people who actually live in the city I want to target.
I reach out to them on Instagram and ask if they would be willing to leave a review .I offer around $10 for their time,depending on the situation. ( for 100 bucks it is 10 REVIEWS )
In my experience,reviews from people who actually live in the target city can be helpful for local SEO.
Of course,the reviews should look genuine .
So,if I had to choose one factor from your question- "If you had to choose only one factor that makes a local business rank better – what would you pick? Reviews, Google Business Profile optimization, local backlinks, citations or something else?"
I would personally choose reviews.
