I'm looking for small content creators who could make a short explainer, screen recording or review video of my web app, and post it to their channel/audience. It can be AI generated as long as it is accurate.

cold pitching is pretty effective, I think, at least when u look at smaller creator who already have an active fan base. there are also other site that you can try such as collabstr, facebook nd Discord.
 
Try YouTube search for creators in your niche and look at smaller channels first. They may be easier to work with.
 
I’d use both marketplaces and cold outreach but directly finding small niche creators on YouTube TikTok and Instagram can often get better results

outreach cold seems like a good option to begin with particularly when it comes to smaller creators. it is always better to reach out to those who actually have an audience that would be interessted in what u are offering rather than blindly reaching out bcz someone is popular on instagram.
