Addressing the issue of slow account spending.

There are two main reasons I've identified: 1. Facebook's ad distribution on that day, and 2. The account itself.
In my experience, it's best to run the same type of ad on both accounts simultaneously to compare results, then identify the cause and fix it.

slow spend could be caused by various factors poor audience targeting, low reach, low bids or a lack of conversion data. i would start with checking my delivery the size of my audience nd where my funel is leaking first before making too many changes all at once. small tweaks tend to do better than big moves.

In my opinion, it's because either your account is new/fresh or Facebook has not yet realized your exact target audience, therefore it spends little.
 
New accounts that haven't spent any money will be rated lower than other advertising accounts, which is quite common.

That’s not quite the case; this usually happens with new accounts that haven't run ads before.
