Typically it's that they sell you the service under the break even price and then charge you extra with a contract renewal or for any extras that you may need.

Think of it as a "loss leader" theory in retail - when a shop advertises something so cheap that they lose money on that particular item, but make it up with people buying other goods in the same shop.

In this case the other goods are the contract renewal and having to pay for any extras that are not included in the plan.

I'd suggest to stay away from these too good to be true offers. Also for any serious project, I'd stay away from shared hosting entirely, for obvious reasons.

Actually many shared hosting providers offer promos like this, to first get a client to signup and transfer their website to them, and later most of those are only 1st year promo, and from 2nd year they start charging you their regular fee, as they know you wont be taking the chance to transfer your website out again, at least most of the clients, so then they keep charging their regular pricing each year, or after first invoice.

Because the marginal cost for shared hosting is almost zero; the server is already setup and paid for, and the capacity is available. So they basically offer a price that will entice you in, then they will sting you on the renewal.

There is always some catch. There could also be restrictions in such hosting plan.
