If its a competitve phrase, expect a high budget for quality links. Focus original content and increase your authority.

It doesn't work that way. No “black hat SEO item” can guarantee you “number 1 on Google.” Only a comprehensive approach - working on specific pages, content, and, of course - link building.

If the phrase is genuinely uncommon, I wouldn’t buy a black-hat package just for the sake of ranking #1. First make sure the exact phrase has a dedicated page that clearly satisfies the search intent, then build a few relevant, contextually placed links to it. For an obscure query, topical relevance and a clean, well-optimized page can be enough to rank without using risky spam. If you’re a beginner, I’d avoid automated link blasts, PBN spam, or anything promising instant rankings—you can create more problems than results.
