Pretty much. I think I made the same point before on a similar discussion. Not a unique take, I think it's generally understood as being very useful but often overlooked since the discussions are mostly about backlinks. Though, I wouldn't go so far as it say it's just as important as external links in most cases. Both defo have their place.

yah i have witnessed that as well. just bcz the page has many backlinks does not mean that it is integrated into the website well enough. in my experience, it has made more sense to link related pages togethher through appropriate anchor texts nd make sure that all important pages are not hidden a few clicks away.

all that internal linking does is spread around whatever you've got. If you do not have any real authority on the outside to bring in, all you are spreading is nothing.

silos are acceptable in order to make the site topic-specific, but silos alone would not make the website magically rank well. Internal linking simply redistributes the power one has nd if there is no external power, one is redistributing nothing.
 
Nevertheless, internal links are always overlooked. I tend to plan them according to topics because pages should be interconnected.
 
Reminder: Internal linking is important for navigation of both users and bots, but only external links will generate any actual authority for your site.
