Correct, that’s already the best but not all people have the certificate :) so that’s why

I think the main thing is making sure the offer and landing page meet Google is crypto advertising policies for the target country some advertisers may also be using approved partners or compliant setups I'd be interested to hear from anyone running these campaigns without relying on cloaking
 
You should research Google's policies, find commonalities among other cryptocurrency ads and comply with Google's guidelines to be able to run your ads.

If you haven't crypto certificate you will be banned soon or later. Anyway without certificate you have to advertise with cloack.
