What causes rankings to freeze for months?

Hey all,
I am dealing with something that make me confused.
A few of my pages have been stuck in almost the same position for months. They are indexed, getting impressions and occasionally move up or down a a spot but there has not been any real progress.
I have continued updating content, improving internal links and building a few backlinks but the rankings still seem frozen.
For those who have run into this before then what ended up being the reason? Was it competition, lack of authority, search intent or something else?
Would love to hear your experiences.
I have observed this before when a particular pages ranks well enough to be ranked but is not that much gd enough to rank ahead of the next tier. in such a case increasing the amount of content on a website might be not necessarily bring the desired ranking results.

I would first check search intent and the quality of the competing pages, then look at internal linking, topical coverage, backlinks, and whether the page has enough authority. Sometimes making more changes just for the sake of it doesn’t help—figuring out what the pages ranking above you have that yours doesn’t is usually more useful.
 
Try to check the pages those ranking above yours. look at their content, links, structure and overall topic coverage to find what your page is missing.
 
I have seen this happen when a page is basically good enough to rank, but missing a stronger signal to move higher.
I would check search intent, internal links, topical relevance, and competitor backlink quality before just building more links.
 
I faced this too in past you can check your internal links and related content too. Stronger topical coverage may help if your site is still new.
 
Seen this a few times, One thing that helped was checking whether the page actually matched the intent behind the query, because more content and links won’t fix the wrong angle. Sometimes the SERP itself gives you the answer.
 
That usually means one of two things either the comp for those specific keywords has more auth than your site can overcome right now or the content isn’t fully matching the search intent
 
I’ve seen this happen when the page is relevant but still lacks enough authority or strong topical signals to break through.

Sometimes a few highly relevant backlinks and a better intent match are enough to push it out of the “frozen” zone.

It's probably a search intent missmatch. Do users click on your pages?
 
This has happened to me before as well. It may be that Google is not quite sure about matching it to the intent, so tweaking the approach, using better examples, or even comparing with the best answers might do better than just adding links.
You can check your website internal linking,keywords and overall content of the page and check what your page is missing and focus on it to resolve it then after some time results will appear.

I’ve seen this happen quite a few times, and usually it isn’t a simple indexing issue. If the pages are indexed and getting impressions, Google is clearly testing them, but something may be preventing them from moving into the next tier.
