Thats true I had the same experience myself. But I just messaged one individual so perhaps that person flagged you or maybe it was just the computerized system. Its difficult to tell.
I think it usually comes down to message structure and velocity. If you're dropping links on the first DM, copy pasting the same text, or sending DMs too quickly to people who don't follow you back IG's filters flag it immediately focus on getting a reply first before dropping any links or promo copy
there are certain words and phrases that can lead to triggering Instagram spam filter especially if the message appears to be overly promotional and encourage people to do something.in order to resolve this issue i alter the way the message is written and not send out the same DM to all my followers.
400 followers doesn’t really matter here. Could be the number of DMs you’re sending or sending the same message over and over. I’d slow it down and change the messages a bit.
All you need to do is ask the recipient to go to their spam folder, click "Not spam," and send a reply message, and the system will automatically remove and permanently filter the email.
