Filing a DMCA takedown against a competitor basically means you're asking whoever hosts or links to their content to take it down. You don't file this with some central government agency, you go straight to the tech platforms involved.
How to file:
Find the host: Check if the content's on a specific platform like Shopify or just a standalone website. Gather links: Get the exact URL of your original work and the URL of their copied work. Submit the request: Fill out the host's DMCA form with your contact details and a statement of good faith.
Platforms: Sites like YouTube, Shopify, and Instagram have their own specific DMCA forms tucked away in their Help Centers.
Web Hosts:If they're running an independent site, use a WHOIS lookup tool to find their web hosting company. If the host doesn't have a simple public form, you can find their official DMCA contact email in the U.S. Copyright Office Directory.

I advice you to not do so, unless you're sure these contents are really your own, don't report your competitors this way.
If you're trying to use this as negative SEO competition, you both will loos.
this happened to me years ago one of my competitor concatenated me after his site was take down with MA(same happened to me ), and we agreed to search who was the snatcher and we found him and in matter of weeks his site was down too with MA, so FK this meth if you wanna play play clean and find other way to exceed your competitor Google don't give a FK about how gonna win, they already start replacing us with Ai anyway.
