I would recommend looking into the quality of the webpages because programmatic scalability is bound to get messy.Honestly, combining Keyword Golden Ratio (KGR) research with programmatic SEO has been my biggest win lately.
Technical SEO is pretty much table stakes at this point, everyone's doing it. What's actually driving consistent traffic for my sites is finding those ultra low competition KGR terms and then scaling them up programmatically.
