Everything you mentioned should be applied correctly. But I would also go wit keywords research, content, optimized for AIO, EEAT factors depending on the page.

Also a big question is - is it a service page? Local?

title + h1 with exact match keyword, internal links from your strongest page, that alone moves needle more than people think

i have a basic checklist which includes unique title tag, strong meta description, h1 heading tag, useful content, internal linking, optimized images, schema markup if aplicable nd fast load time. the best results for me have been achieved through consistency with the basics.
