If you understand how does the link juice work, you understand the importance of sending links to your T1. Make your T1 links stronger is a very good strategy, especially if your T1 are quality links. But you have to do it well and be careful that your strategy doesn't look like an obvious link scheme. Also, don't overkill with a huge number of low quality T2 links, Google isn't stupid...

Traffic need is a myth.

tier three is where you dump GSA and mass automated links pointing at tier two, basically unlimited since those are disposable anyway. never point tier three directly at your money site.

I think quality matters a lot more then the tier structure these days.

it works , but you need to index all those tier2 3 links to make it work ! But nowadays Google is very strict on those spam tier 2 3 links
