I need advice on how to manage multiple Instagram accounts...

Cloud phones are overkill and way too expensive for managing basic IG accounts. You don't need dedicated physical hardware for each account—just switch to an anti-detect browser paired with static ISP or 4G/5G mobile proxies.

Your suspicion is right: posting from multiple accounts on the same phone/IP on the same day triggers Instagram's device-linking detection. An anti-detect browser isolates each account's canvas, cookies, and device fingerprints completely, while unique IPs keep them clean. It's much cheaper and far easier to scale.

I don’t think the same phone or IP is always the main issue. Account behavior and activity patterns usually matter more.
