For new websites I focus on 3 things first:

1. Content - Publish 20+ high quality posts before building links
2. Backlinks - Start with guest posts + niche edits. No spam links
3. Social proof - Get brand mentions and real social signals

Took me 4 months but trustscore went up slowly.
Don't rush it or Google will flag you.
