such campaigns may sometimes get restricted so what keywords are you using? are you using cloaking?
what are the metrics? nothing at all in terms of impressions?

hi maybe the keywords are too narrow or there is not enough demand in that geo even try testing more related keywords and check if the campaign is eligible to run.

Could be keyword volume or your ads not getting approved. I would check status first before changing everything.
