Yes, it works but if supporting articles aren't there for internal linking only and are adding value to the topic they are covering. Consider pillar page as a tree and supporting articles as branches. Branches need to be as strong too. The internal linking helps Google understand your topical authority, but the quality of the content still matters the most.

I think topic clusters works good when you have enough quality content. Just making many pages will not give good results.
 
I think topic clusters make more sense over time A well connected site is usually easier for both users and search engines to understand
 
i havee good results with topic clusters by the way. The biggest improvements come after the content is fully indexed and the internal links are established so sometime it takes a few weeks to few mnths to see some meaningful changes.
