For an old website that you're trying to 'restore' or refresh, content should be your primary focus. You're ,ore likely to regain some rankings with content improvement for such a site, than just buying bunch of links.I have take over my previous site which are 2 year old and it niche was telecom based site and I brought some links to keep alive and get traffic but I got backlinks and don't get traffic. I have focused long tail keywords only for my page and I was using Google keyword tool , is there any other tool ?Backlinks alone did not always bring traffic. i would check if the links are relevant the content matches search intent and whether the pages are actually targeting keywords people are searching for,

I believe you need to focus on your content more, because content is KING. Many believe that backlinks are what is missing, but when working with old websites, i often consider looking at the history first. should the content that was linked to be different from what Google knows or has becomes irrelevant to modern search queries, those links will hardly affects anything.
