Double-check your targeting location. I’ve encountered this error before, and changing the location within the ad group settings fixed it. Give that a try, mate.

It's true that this is quite difficult because the EU market requires physical verification of business accounts in that country.

Advertising requirements in the EU market are very stringent; you could try resetting your customer targeting using specific parameters to see if you can get approved this time.

to fix this, simply fill in your brand or business name under the advertiser and Payer fields, as meta does not require you to be an officially registered EU legal entity. alternatively, you can exclude EU countries from your location targeting settings if you do not intend to advertise there

If you're targeting the EU, you'll need to complete Meta's required advertiser verification—there isn't a workaround. If you're not advertising to EU users, try excluding EU countries from your campaign.
