Why does google spend full budget but not bring enough clicks?

Review your search terms, competition and Quality Score. With CPC going up, you can run out of budget faster with fewer clicks even though campaign settings are the same.
 
Ad relevance also matters. if CTR drops or quality score is weak, platform may charge more per click, which means fewer clicks for the same budget.
 
Try check your keywords, targeting and ad copy first and Sometimes CPC goes high because of more competition or low ad relevance. Try some new keywords, improve your ads and give some time to see what is working better because Small changes can help to improve clicks and results.
