Experienced seo veterans now always start by researching topics and search intent to build a comprehensive content structure that satisfies user needs, then map keywords secondarily for optimization, as modern algorithms prioritize user intent fulfillment over standalone keyword targeting.
 
Sometimes the best content ideas come from customer questions rather than keyword tools. Those questions often lead to more useful topics.

I usually start with keyword research tools and analyze SERPs to find related topics and subtopics Competitor content analysis also helps a lot because it shows what areas are already being covered and where there are gaps After that I organize topics based on user intent and create clusters around the main theme
