Where to get streams for IPTV Bussiness?

I see it as a very successfully business model for many on this forum. However, most of the providers are offering 10+k streams.
Question is simple: Where do you get them?

I have experience in setting up servers, panel, app, streams, buqets, epg, etc, but streams are tricky.

All quality stream suppliers are asking 2-3 USD per stream per month, which means that everyone who is starting needs 20k per month of investment for streams only, excluding servers, and it is not durable considering you have 0 clients.
Is there any more economical way to get streams?

streams are usually the biggest headache cheap ones rarely stay reliable for long.
 
Cheap streams is hard now to manage most that are cheap are not worth it and will not do anything for your business
 
Cheap streams are easy to find, but reliable ones are the hard part. Most low-cost sources come with buffering, downtime, or inconsistent quality. Better to start small and scale as your client base grows.
 
I think lots of IPTV providers are not "whitehat". Make sure it's legit licensed content. Maybe you could start as affiliate?

Also I see channel apps on Google TV play store, some in channel guides. This is a different business model.
See I've looked into different ways to earn from streaming, the VPS is an obvious expense. Finding a good way forward can be hard. The technology sure has evolved.

For the device sticks, android boxes and such they are programmable. Kodi is a popular option, though if you develop plugin or hybrid device setup without the user base to start it could be hard without a good budget like you said.
