If you're rebuilding a site for the long run, put your budget into quality niche edits and guest posts on relevant, trusted websites. I'd skip PBNs they might deliver a quick boost, but the risk usually isn't worth it.
My split: 70% niche edits, 30% guest posts, 0% PBNs. Focus on earning relevant, high-quality links instead of chasing volume.

That is too low budget . Not enough for any seo work. You should invest it in some small business like reselling.

Some of them provide an service minimum budget of $9 with guestpost and niche edits , is it worthy to buy

I would spend it on improving existing content and getting one or two relevant, high-quality backlinks. A few strong links are usually better than many low-quality ones.
the old website would be viewed more as an asset that is to be rebuilt than as something that provides links. the first step would be to determine what pagges need to be updated, update them nd build the website architecture. once this is done the attention will be given to getting good mentions by crediblle websites.

Skip PBNs if you are planning to revive your older site. Based on recent Google updates, PBN don't help you at this stage. Get some quality guest posts on real, relevant websites and niche edits on aged pages that already have authority. Before building any new links, audit the site's existing backlink profile, disavow toxic links if you find any, and then start building new.

With a $100 budget then i would spend it on a few high quality, relevant guest posts or niche edits instead of spreading it across many cheap links. I would also use some of the budget to refresh old content and improve internal linking before building new backlinks.

ran ranktunnel long enough to see the $9-15 guest post services from inside, most of em r just pbn/expired domain networks disguised as "guest posts", same site gets resold to 50 diff buyers in a month w barely diff content. at $100 total ur better off doing 2-3 real niche edits on sites w actual organic traffic even if pricier per link, one placement on a site that gets real visitors beats 10 placements on sites that exist only to sell links. also seconding the audit first advice, no point building new links if old site has toxic backlink baggage dragging it down already

Spend that money just on guest posts; the real guest posts cost you more than $150 per post, but try budgeted ones like $35 to $40 per post with good traffic. Always check the keywords of the website; out of 100 sites, there must be real ones with just 500 to 1000 traffic, but they must be on real keywords. That's your best bet.

Assuming the site used to rank before, I would recommend you focus more on fixing your content if it hasn't been done already. You might be able to restore some traffic through content even without more links.

Mate I would suggest you to go with Guest posts if you have a limited budget, You can Choose 2 to 5 decent traffic Sites in that budget, And with that try to Publish some new content on your website, This can help you better,

An old site's biggest asset is the link profile it already has. Put the hundred into a month of Ahrefs (or the free AWT tier plus GSC) and find out what actually happened to it: which pages still hold equity, which queries you still rank 8 to 15 for, whether it decayed quietly or took an update to the face. Pushing two pages already parked on page 2 beats any $9 "guest post", which @SyedHabib-SEOExpert already told you is the same network inventory resold to 50 buyers a month.
$100 of links is a rounding error. $100 of knowing exactly where the site stands is a plan.
