is there any paid api for instant indexing ?? and if not how some marketers provide tools that index in 5 minutes ?

I don't think any service can truly guarantee indexing in 5 minutes. A lot of those tools are just automating the process behind the scenes. If the page is low quality or hard to discover, even the best tool can't force Google to index it.
