what sites recommendes to do my own quality links

my site has been going thru alot, competitords listed it on spam blocklists, i was flagged by 10 softwares in virustotal, i have been able to clean them all only 4 left, also google transparency report is clean and bing is clean but, i have been trying to do alot, to get traffic and interaction again,

i was on bing top results, and after all that mess, it dropped horribly. ive used gsa backlinks generation, bloggers, quora, medium, reddit, but still i dont have the same traffic and users on my site or ranking i used to have on bing.

as my focus is bing, what can i do? i dont have right now a bedget to spend on sites that charges me to create high DA DR backlinks, so what sites or what you recommend me please to do myself and have an improvement at least visible within days?

I will suggest ignoring black hat techniques and concentrate on white hat technique for optimal results. Concentrate on creating content that people will like to visit your website rather than completely relying on backlinks.
 
If you can't create high quality backlinks, at least avoid building spam backlinks. It's probably not your competitors but the low quality backlinks destroyed your rankings.

If the malware warning's are almost gone, you are already moving in the right direction. I'd avoid automated link building and concentrate on fixing technical issues, updating key page's, and earning a few genuine mentions insteads.
