It sounds like the location keyword is the biggest issue here rather than just your name I'd be interested to know whether the article contains outdated or incorrect information because that could affect what options are available with the publisher

Deindexing is usually only possible if the content violates policies or legal rules. Otherwise focus on pushing it down with quality content, positive mentions and strong online profiles. Removal requests to the websites owner can also be worth trying.

You'll find some people that will say that they could remove this article, but almost always you'll either pay for something that will never be done, or just hire a lawyer to take down the content (if there's some legal issue with that). Besides that, all in all what you said that the business done (create more content to hank higher and drop the result) is the best and safest approach do deal with that.
Of course, you could always ask to google do deindex the content with your name, but i assume you should've tried that since the beginning right?
