There was only one way to fix this for me personally, I stopped trying to log in for a week. Tried again after a week and everything went back to normal.
 
This usually happens when Google flags repeated attempts or unusual login activity. Best thing to do is wait a few hours before trying again so the temporary lock clears. After that, try logging in from a different device or network and make sure you’re entering the number in the correct format.

If yous till want to use the number I am not sure I think if your in USA they allow google voice numbers...Other then that yeah have to wait it out. Obviously google voice allows easy access
 
If the system still requires phone number verification and the old number did not receive the code, click the "Try another way" button and choose to receive the code via voice call or recovery email.

I have seen it before. This usually happens when u have made too many verification attempts in a short period. The best thing to do is to stop trying for several hours then try again on the same device and network u normally use. If it still does not work try the Try another way opption or wait a little longer rather than trying repeatedly as that can prolong the temporary block.
 
Please stop logging in immediately and wait 24 to 72 hours for the system to automatically release the IP and phone number restrictions. After the waiting period, use a familiar device and connect to the internet normally to try again.

They rate limit after multiple failed attempts to prevent the account getting hacked. OP, you should follow this advice and wait for a week to let it cool down.
 
I think you need to wait a while before trying to log in again, as your account has been flagged due to excessive login attempts and Google is protecting it. Alternatively, you could try logging in using a different method, such as verification via email or phone call.

Generally it is a tempporary security block due to too many login attempts. Wait for a while and then log in using a verified device network if posible. Do not keep on trying as it might extend the period of the block. Try any other available means of recovery other than mobile verification.
 
If logging in with your password and phone number doesn't work, you can try another method. If that doesn't work, you should create a new Google account.

That is normally done if there r a lot of unsuccessful attempts at veriifying ur phone number by google. It is better not to make repeated attempts but wait for some time. Afterward u should make another attempt through a known device nd utilize other recovery options.
 
This is unusual issue on Google. You can actually try a different phone number if possible you can wait 24–48 hours before you to login trying again.

Normally this issue arises when google restricts the verification process due to numerous attempts at veriffication or due to some suspicious activity. It would be best to stop trying for a while rather than continually requesting for codes. When the waiting periiod elapses try from another device nd see whether there r other means of recovering access.

This is generally not a problem with ur phone number but a temporary security lock from google. I would not try again for a while but i would try again later on a good internet connection nd on the device u normally use. Wait nd if the problem persists usually trying another veriffication method or a different phone number does the trick .

several verification make the situation even worse. as far as I understand it is beter to wait for several day and perform another atempt using the regular Internet conection. It is better not to insist on performing any verification.
 
If you have another recovery option like email or backup codes, I would try that instead of the phone number.
 
Try logging in again after 1–2 days, and make sure all the information you provide is completely accurate.
