Reverse charge on your CC, Fiverr is shit. There is good chance, they are not going to unban your account. But you can try contacting their support and ask for refund, if they deny, take screenshots.

Did you break fiverr rules? If you do no matter what you will not be able to recover. Try to email the support from your email with your username and write to them is only way you can try to recover although is not guaranteed

If you purchased the backlink gig to boost your fiver gigs that will be why.

If you mean your website got penalized by Google, you should look at your manual actions report in Google Search Console and start disavowing the bad links. If your Fiverr account got banned, you will need to open a support ticket with Fiverr customer service to appeal the decision.
