Weibo is not necessarily linked to WeChat.
You can register for Weibo using email or phone number, but for stable verification and to avoid account suspension, a Chinese phone number is almost mandatory.
You can still register using an international number, but the rate of being restricted/verified is very high.
 
You can register without WeChat, but having a Chinese phone number (or a verified WeChat account) makes the process much smoother.
 
Weibo is separate from WeChat, but you usually need a Chinese phone number to register an account.

QQ and Weibo can still be registered using phone numbers from other countries. I’m not sure whether your country is supported or not.
 
You can create a SIM card without WeChat, you can create one without a Chinese number — but if you want stability, it's still better to use a genuine Chinese SIM card.

I think maybe it is not so difficult. Some foreign stars come to weibo without China phone number:smirk:
