I think if you purchase the rights to the movie/documentary/etc. you can monetize it on YouTube and/or Facebook.

But you'll need to dig deeper.
 
Yes, when you make your own movies. No if you're talking about stealing other peoples clips and making money on a monitised cahnnel. If you could do that, you would end world poverty! lol
 
Yes, short videos are perfectly eligible for monetization, but they must be original content. Channels that re-upload copyrighted video clips will not be able to monetize.
 
Short videos are eligible if you meet the copyright requirements or if you create them yourself.
 
Simply uploading movie clips usually isnt enough. Without proper permission monetization is unlikely.

You can edit: mirror image, reaction video, and cut down some dialogue and scenes (continuity). But can't monetize the original video without any authority.
 
I think just uploading movie clips is risky becaue platform can detect copyright content and remove monetisation.

Yes. I know that as long as the requirements are met, both youTube and fb will make payments.

Raw movie clips wont be monitizable, youtube is going to reject every time,

better to edit and trim clips, then add some detailing, captions, voiceovers
then it would be safe..
