You've got the hard part right. Separate physical phones with different models give you real fingerprint diversity, and that beats spoofing on one device, so you're already ahead there.
On your actual question: the tower doesn't matter, and honestly the same carrier usually doesn't either. What links accounts is the public IP each one presents. Mobile data sits behind CGNAT, so lots of subscribers share one public IP, and MVNOs riding the same host carrier often pull from the same narrow pool. So don't check "same tower," check each phone's actual public IP. If two or three accounts surface behind one IP at the same time, that's the real footprint. Mixing a couple of different carriers or MVNOs cuts the odds of a shared range, and some MVNO pools already carry a flagged reputation, so a mix helps twice.
Beyond hardware, the cheap slips that burn farms: a unique Google account per phone, no shared recovery email or number, factory reset each one, never cross login accounts on a device. Then stagger creation instead of making all ten in a day, give each its own persona, subreddits, and timing, and let them settle before you push anything.
